My radiator fan does not turn on

That might be normal. Two things can turn on the radiator fan, like you said, the A/C, and also high engine temperature when parked or stopped in traffic. While moving along at 25 mph or more, the fan doesn't have to come on to keep the engine cool. There is enough air flow while driving. While "warming up" the fan is not needed either. So if your engine does not show sign of overheating, the fan, relay, fuses, and sensor is probably okay. However it is good that you are paying attention and understand your car's functions.
