Does CarGurus attempt to discourage dealers from listing a price on CarGurus.com that is dramatically lower than what the dealer actually says they want until an agreement is requested?

Empire Pre-Owned Superstore in Swansea, MA has a 2019 RAM 2500 Big
Horn Crew Cab listed for $31,000 in November 2019.  Sales area confirmed
the price and stated there is a doc fee of $595, sent numerous photos,
seemed very helpful.  I asked for an agreement document before providing
$3,000 deposit because I am out of state.  Sales person soon came back to
tell me the finance person says price advertised is a mistake, they really
want $42,000.
