I am looking at a 2003 muron SL that is pretty above average other than it has 141K miles on it and a broken windshield and a rear seat belt that needs to be replaced...they are asking $11K.

For a private party? Go to kbb.com and type in the specifics but I wouldn't pay more than 8k for it. You have two things to fix before it meets safety regulations. Assuming your state requires safety inspection you'll need to fix both the windshield and seat belt before you can legally drive it. On top of that it's at 141k miles...
