why is the steering heavy while turning, also loss of radio and auto windows

97 taurus, if the car is in reverde, drive or at low speed there is loss of lights
and steering very hard and heavy. but when its in neutral or park it works

no lights on the dash it indicate an issue. when at low speed or turening the steering is heavy hard to turn, I did notice that the seatbelt indicator light when click and come on and also at the smae time the power windows would not work it has a a new serpintine belt and all new pulleys we also replaced the spark plugs and distruibor and cap
