How come the amount of gas I put in my tank on my camry is different than what the specs say?

I represent an elderly customer who is very detailed and wants to know why she can put in different amount of gas when she fills the tank.
She doesn't understand the variance and reason for the variance. However I am under the impression that this vehicle utilizes a bladder inside the gas tank which expands and contracts. true or false?
