I see a 1998 nissan 240sx s14 gor $7,789 with
160,000 miles on it.good condition no rust or
anything like that.i dont if is too much & should i
ask to lower the price?

Looking on line at the prices an mileage, I see them for $5000 to $7300. Reviews seem to be good.

But do you think i should ask him if whats the lowest? because im not doing a project car its a daily car

Well thats what it is all about, the bottom line. Start with a offer of $6500, see where it goes from there.
