Good Rule of thumb find the cost of a new rack and pinion ask how much is labor to install. Rebuilding it is not the answer! Google car repair there are several sites that will have this information for shocks , struts, water pump etc. most big box shops charge around $90 per axle for brake work, therefore, $180 plus taxes , struts shocks are you going stock , cheap aftermarket, quality ? High end? Lets assume economy i bought monroe struts for my Sequoia 2001 they were $225 front strut for pair and rear are $160 pair then add 3 hours labor, waterpump quality item $200-250, plus labor , bushings are dependent on how many and difficulty of replacement expect at a minimum of a $100 plus labor. Labor depends on region and location of your residence. If you live in highly populated area lots of shops cheaper, if remote area very few shops you will pay a premium! I live in Colorado are you on the Front Range or western slope this will impact cost!
I am in littleton,co and on the struts we are just going stock. We want to get this all done before we move to Grand Junction because as you said car work on the western slope will be more expensive than here.

Ok then call meineke, midas, and a shop of your choice and get estimates! This will be your best bet for finding a reasonable estimate!
I have an appointment with Midas tomorrow for an estimate just trying to do some research first because I am thinking about $1,100 dollars for it but I am not sure if I am low balling that amount too much.
