1996 mustang GT transmission

My car starts and runs fine the shifter will pull back out of
park no problem I shift the shifter to drive or reverse and it
just revs I looked at the shifter cable under the car doesn't
look broke anywhere

Check the transmission fluid. Just revving in gear indicates the transmission is not engaged. a very low fluid level would give you these symptoms. If the level is fine, it's time for a rebuild or replacement.
