Replaced fuel filter, car won't start

My '96 Ford Escort recently cut out while I
was driving it. Upon finding that the fuel filter  
was extremely clogged, I replaced it, thinking  
that to be the issue. But now it still won't
start.

Try spraying a little bit of starting fluid into the throttle body to see if it fires up. If the engine does start and die off, then it is a good indication that the fuel pump is bad.

If spraying starting fluid into the throttle bode did not start the engine, then there is a spark issue. Check for spark.

So does it start when putting some starting fluid or gas into the throttle body?
