how do i know if my car need a new feul pump or rack and pion

When driving the car it is very hard to turn. It gets a littler easier to maneuver when i press the gas. The fuel pump is full and i haven't found it to be leaking fluid but, it sat up for a while and when i went to go a crank it to let it run the resivor was empty.

so it was low ! when you check the 'fuel' pump resevour , make sure you look at correct fill bottle, you will put oil in washer ,washer in steering and kabosh in car!

That would be the power steering pump. Most common leak is a hose. It could be leaking from the rack. Have a shop look at it and tell you.
