at about 25-30 mph there is a brake squeal though the brakes are not being used. what could this be?

it may not be a brake squeal at all. it sounds more like a wheel bearing is justabout to go.
Hi, sounds like it could be a brake issue. If it were a bearing the sound of the squeel would change when turning typically. Rotor rust build up. Have you taken it in to a dealer? most places like the one i work in charges $19 to look at something like that.
if its a hard seeking, like almost hard on the ears, its the "squeaker" well that's what i call it, a small piece of steel made to rub against the disk when the brake pad is getting near worn out.
lol its probabally your steering rack or something to do with the power steering system check the hoses...
that would happen at any speed, not just 25-30 mph, and it would be a lot more noticeable when stopped.
