What causes tail lights to burn with switch off?

92 nissan d21 tail lights burn with engine and light switch turned off and lights
won't burn when brake pedal is applied.

I hired a mobile mechanic to come and check out the problem. On the brake pedal above the line of sight there is a small plastic button that pushes the switch on the brake light module to disengage the connection. (It's like flipping am off/on light switch for a room.) Of course being a 92 model the mechanic didn't have the plastic button so we took gorilla instant glue and glued the button back together. It worked for 2 weeks and the button broke again (so much for instant gorilla glue). I found a plastic pin that holds up upholstery and put it through the hole on the brake pedal arm and it works. If this thing doesn't last long I will use a small carriage bolt until then I was able to repair my own issue.
