Low Freon reading

If the low-level inhibits the clutch to engage, will it engage if I recharge the
system with one of those cans from the store

Yes it should engage if it has no freon in system if that is the case going to take more then one can of freon. Maybe a leak in the system also if no freon is in the system. Add freon until compressor clutch stops clicking on and off and stays on.
