Possibly ignition. Make sure starter wiring isn't loose and also that it is all connected properly to the rest of the car. Try tapping starter with something like a small crow bar, something heavy and solid. Usually starter will click once if it's locked up but it's worth a try.Unfortunately Intrigues are plagued with electrical problems of all sorts and they have a lot of useless emissions garbage in them so if its not the ignition I think it might be something else not connected properly.

Also, just for fun, try jump starting it with set of good jumper cables. Sometimes certain vehicles will seem like they have a good battery even if its brand new but battery could be bad still. Batteries arent made like the once were, many manufacturers make sub-par batteries or it could have been on the shelf discharging for a long time.
