Air conditioner problem

My AC compressor spins, then clicks and stops.  Then it spins, then clicks and
stops.  Is it low on Freon gas?  The AC works is cool but not cold. The click of it
starting back up makes my engine idle drop one hundred RPM or so.  Is the
compressor wearing out?  My E-150 EconoVan is from 1996.
