Instrument Cluster Gauges not working

verified voltage from ignition cylinder to cluster.Changer cluster voltage regulator.

Check taillight fuse. If taillights fuse blows instrument cluster lights go with... so you will know and not be driving without taillights

Thank-you Fordnut, I checked fuse and it was fine. Taillights work as well. I have dash lights. The three gauges supplied voltage from the cluster IVR are, Fuel, Oil Pressure, Engine Coolant Temp. Everything else works. Dash Lights, Head lights, Turn signals, brake, Back-up lights, Running Lights.
