My dashboard lights won't turn on but my headlights do. is it a blown fuse?

Well my car just got saved from a flood. The car works after changing the spark plugs.
Water spew out of the engine when this happened. The car then started. WE gave the
car a new battery, changed the oil twice. & did an engine flush. Although when it gets
dark the dashboard lights/gauge-lights do not turn on but the head lights do turn on. Is
it a fuse or a light bulb? cause the headlights went underwater but they still work.
PLEASE HELPPPPPP

Jessica As a past auto damage appraiser. The car may function now, ...but you will have many, many electrical problems. If the water had come up above the rocker (where your feet come over to sit) by many insurance company standards it would be a total. I would highly recommend you make a claim with your insurance company.
