Wire harness has many burned wires

I have wires that go from the cluster to the pcm that have
power on both ends at times and my interior lights are
always dim when the car is off. The car will run kinda rough
and then shut off when this happens. what's the short
from?

It sound like you need a few hours of electrical diagnosis. Be prepared to spend a lot of money or replace the car. This is something that cannot be diagnosed on the internet.

I agree with Jeff. Sounds like you have then "Can of worms" going on. Yes, it is going to be expensive, possibly more than the car is worth.
