Something is dragging underneath

Hi, I'm hearing a 'dragging' type of sound, coming from underneath my car.  
It almost sounds like my exhaust pipe is dragging, but I looked, and my
entire exhaust system is nicely encased in this protective cover, and it
doesn't look as if it's dragging or anything.  What could this sound be?  I've
also felt it underneath my feet, whenever it's making this noise, so I'm
guessing maybe there might have been some sort of bracket or something,
that holds that protective cover on there, and maybe I've lost one or
something??  I'm not sure, but I'm afraid of taking it long distances, other
than to the store or to the gas station.

Once the vehicle is cooled down, crawl under the car and check the heat shields on the catalytic convertors, one might be loose from rusting.

Brakes? Does this show up mostly when you brake?

Thanks for your answers! Actually, it happens when I go over like a dip in the road, whenever my car is caused to 'bounce', or like when I'm going over a speedbump or a slight irregularity in the road, i.e., wear, small hole, etc... It's not the brakes, because I just had new brakes done less than a year ago. My son is a mechanic, and just recently fixed a 'code' that came up when I got my emissions test done. I'm not sure exactly what he did, but it called for practically gutting the car, in order to get to the area that needed repair. It literally sounds like, on occasions like I described above, that my exhaust is hanging and scraping the road, but then it stops. It's not a continuous sound either...it's like a couple of seconds and then it's gone until I hit the next bump in the road. Any ideas??
