Windshield washer not working

Windshield washer not working....
the rear window washer works just fine.
Are there two pumps? ... Is there a control valve that is stuck? Or is it possible that the plumbing to the windshield is blocked.  If I have to replace the pump how do I get to it if it is underneath the washer reservoir?  Thanks for you help.
