1998 park ave. no power to the starter..has power to fuel pump...

the previous owner I am assuming destroyed the transponder key and done some thing to bypass security system to let it start...I bought the car non running...now trying to figure how to get power to the starter

Is the security light flashing when you turn the key to run position. Don't try to start. If so security is engaged. The starting issue could be a bad relay or fuse. If those check out. The encoder module could be bad or just contacts are dirty in lock cylinder. Either way security will have to be relearned. Make sure all relays and fuses are there and they have power
what and where is the encoder located and what does it look like. checked relays and fuses.. except for fuse panel under dash looked several times also had some one else look...the book says it is under instrument cluster and to the right...no can see or find
Have you tried a relearn procedure. If not then disconnect battery for about 15 minutes then reconnect. Have a battery charger hooked up to battery. You have to keep a good steady 12 volts or better. It will take 30 Minutes to complete. Since it's a already a learned key. It might only take 10 min. Once you have reconnected battery. Turn key to run position and keep time. The security light will flash for ten min. Once it stops flashing. Remove key and wait 10 sec reinsert key and repeat 10 min. You will do that one more time 10 min. Remove key. Should start after 3rd sequence. Try that first.
