what your problem is the vats security system it's a coded chip that's within your ignition key the square key that goes into your ignition that is either dirty defective or somethings wrong with it usually that's what causes the VATS system to shut down the ignition cuz it doesn't register your key anymore so my solution is get a new key made clean the ignition area inside of the ignition hole and try again worst comes to worst you might have to take apart the passenger side of the dash or get under there and try to get the vats system out it's a little box coded box like an alarm code system in it I think you can access it through the radio hole and defeat it somehow I'm not sure how to do that but thats what your problem is you're having a security code issue most likely with your key.

Alternatively if there is a wiring Fault for your VATS/Passlock Security system it could be due to a broken wire in the steering column.
