I have a 1997 Pontiac sunfire and made it a race car and can't get it to turn no rpms hardly at all any suggestions?

I tried smaller tires on front not much difference and I put cold air intake on it but when
I'm racing it it sounds just like its in over drive

Was the engine running correctly before you worked on it? You might have tricked the ECU to put the trans in "limp" mode with an engine modification somewhere along the line. Any one of the dozen or so engine sensors can cause this if the ECU isn't getting the voltage signal it expects to receive from one or more of them. It could be as simple as a bad harness connection. Check the OBD, I bet there's a code stored.
