changed the rotors on my 95 bronco, now the 4x4 doesn't work
It was originally an automatic hub but changed to a manual before I owned it

Make sure all the correct parts were re-installed when the hubs were changed over to "manual" operation. Sounds like someone forgot to re-install the pressure "4x4 operation" spring for the locking hub units.
