The Jetta has a sensor to keep it at an idle just a little richer and higher idle when cold. Sort of like an old-fashioned choke, but far more sophisticated That may be the problem, it's not working. But remember, when starting, hot or cold do not put your foot on the gas petal. Just start it. The brain knows what to do.
