02 Boxster IN A noise

I getting a constant flutter noise that sounds like a
loose pulley clanking.  It's this an IMS issue?

Could be. I'd be leary about driving it until you have it checked out. If the IMS bearing goes think new engine.

If you do the bearing or have it done, the clutch also should be done along with the rear-main seal. If you do it, you'll need a couple of Porsche specialty tools to lock the cam shafts and to hold the engine at top dead center. Have the car towed, don't start it or attempt to drive. Could be a costly error. Good luck.
