Headlights are not working

So the high beam in my car is acting really funky. I
was connecting my car antenna to the stereo and I
heard a spark. I open the fuse box panel and saw I
had blow a fuse. So I replaced the fuse and went
about with my day until it got dark. The low beams
have nevered work on the car so only the high
beams works. So when I turned the high beams on
they didn't work. So I removed the fuse I put in
earlier and the high beams came on but my tail and
dash board lights were off. I checked the relays
and made sure it was not blown. I have a 95 ford
explorer....can someone help me out please?

Did you take out the fuse which operate the headlights? Is that the fuse that blew? If you removed the headlight fuse and now the headlights, or one of them, work - they you have shorted out a wire somewhere and the headlights are not getting power from somewhere. Probably from the location you heard or saw the spark. You are going to have to check all the wiring around where you were working and trace the headlight wires.
