I lost my 2000 porsche boxter key and I need to know, how much could it cost me to get a new one? And second, does the key have to programmed to start the car?

The brand image of Porsche demands that all parts and services pertaining to their cars be expensive. So, expect it to be a lot. As to your second question - yes.
The replacement keys are around $500.
Sunset Imports Porsche parts will supply a replacement head and key cut to your VIN number shipped for around $250 in a few days, then you will need to tow the car to your local dealer or indy Porsche specialist who has access to PIWIS diagnostics to program the key. They should also deactivate all missing keys at the same time. They will likely charge an hour of labor for this 10 min job. Don't waste your time buying used keys off ebay, they can NOT be reprogrammed unless you get them with the white tag with the bar code and numbers. I've never seen a used key with that tag.
I had dealer make a key once recall paying around $250.
