Fuse blowing & smoking

I have a 30 amp female fuse to the windows &
seats that started smoking while I was in my
car taking a break from work.  It was raining & I
think water from my umbrella poured into the
fuse panel, the door to the panel is missing.  I
replace the fuse & attempted to roll down
windows it worked for a quick second then
blew.  I replaced fuse again & got 2 windows to
go partially down then nothing.  The fuse blew
again then started smoking.
