Hi, I am thinking of buying a 1999 lexus es with 92000 mi(150.0000) km..i live in Canada... can anyone tell me if the timming belt is rubber or a chain? and if rubber when to change the belt and the water pump? and if a chain does that need to be replaced....plmk steve

I'm fairly sure it's a chain and not a belt. If that's true it shouldn't need to be changed very often if at all. I'd call your local service dept and get the answer from them. Shouldn't take more than a few minutes.

its not a chain and it has to be changed every 75000 miles or so...........like any toyota!

Not ALL Toyotas. For one the Previa has a timing Chain. Can't think of a good reason not to put a chain on a Lexus.
I changed out the rubber belt on my 1994 1MZ-FE engine that was used from 1994 for several years. An impact gun is needed to get the pully off, and getting the covers off around the electrial wiring was a trick. But, the swap worked. Some people change the main engine seal, water pump, and tensioner at the same time. I'll leave that up to you. If you have been keeping up with coolant changes, your water pump may last until the next round.
