2004 Satarn Vue won't start

New starter, jumped the starter get spark but starter doesn't seem to engage. Motor doesn't turn over.

If you jumped the starter and got a spark there is only two reasons it would do that low battery or a bad new starter. I have put on so called new starters before and they did not work.
