I have a 77 el Camino classic. Why can I only pump a gallon of gas into it before it starts overflowing?

I'm having trouble filling the gas tank. It
takes 1gal and  then fills up the neck. Then
the pump automatically shuts off. I know its
almost empty. Thinking its like an evap
clog? But I'm unsure in where it would be

The gas tank vent is plugged or kinked. If it has a evap can then it is likely plugged up.
