sound like bad wiring remove the fuel filter and screen put it in water hook up to 12 volts and see if it pumps in it does you have a wiring problem suggest to replace old wiring with 16 gauge wire
have you started by checking the fuses? that is the first step before you start dropping the tank to get to the fuel pump and filter.
