key will not turn the engine over, but all lights light up as though there is plenty of power

I have to turn the ignition key on and off several times before it will actually
catch and turn over. It always starts immediately after 5-7 attempts.

Sounds like when you do this, your bumping the starter to a position that it would work. Sounds like the starter needs to be replaced.
