Headlight won't turn on in 2004 Ford crown Vic

Headlight won't turn on in either the automatic or manual mode, only both the high and low beams in the signalling position works   Parking light do turn on. Is there a relay that controls the headlights?

There is a current open recall form ford to fix that concern, call the dealer

Ford will replace your LMC (lighting control module) but they will not fix the problem. I confronted them and they refused to go beyond the recalled part to fix the problem. I am still having the problem til this day even with the recalled part replaced.
