There must be a switch on the brake pedal that is unplugged or broken. When working properly, it powers the brake lights as well as sends a signal to allow the selector to be moved into "Drive" while the operator holds the brake. It's a safety lockout preventing the car going into gear without foot on brake pedal.

If the parts guys doesn't understand, it's Standard brand part number SLS241 for $18. He may have other equivalent parts that will work but it's called a "brake light switch". Replacing that should restore both functions and it is an easy part located on the brake pedal arm/lever inside the car.
