What is the best way to test a starter

The starter went out on my 61 galaxie 390 eng replaced starter but it does not start new silinoid 7 BATTERY MAKES NOISE LIKE WHEN BATT IS LOW.

what is 7,it could be a bad battery.if you want to test the starter,to see if it is engageing,get a set of jumper cables use a known good battery,hook cables to battery,red on + black on -.hook other end of cables to starter,put neg ground on starter where you would bolt it to motor,take the hot cable just tuch big main threads comeing out of starter,see if the starter gear spines out and stays out and spins,if it comes out and straight back in,is bad.

Check shops in your area, im a Interstate batteries dealer and I know Interstate makes bad ass test equipment and if the shop has the updated version you can test all your grounds related to starting. OR you can pull the starter out and take it to a part store and most can test them. O'reillys tests them on the spot for free but you have to pull the damn thing out
