Gauges not working in 1964 mercuy comet

The speedometer works but nothing else in the cluster does. Is there a fuse that may be blown or is this a deeper issue? Hoping there is a quick (ish) fix.

It is possible the instrument cluster voltage regulator is bad or missing. Looks like a circuit breaker and should be near the cluster. Collectible car, YES! Do you have a convertible, V8, Four speed?? High cool factor, great for Sunday drives, but, not SAFE as a daily driver., I hope you have special insurance on this car.
