I am not sure what the issue is but the heater isnt
working. The defrost blows out hot bu the cab heat
wont. Usually its the other way around. Air does
come out of the cab heater but its cold.

Its probably because the blend air door is stuck or the vacuum switch or vacuum canister is broken or has a leak. Sometimes the vacuum line may have a leak as well. Try removing the air control module, (switches) and inspecting from there. Hopefully not much of the dash needs to come apart. I'm not sure where the vacuum canisters or modules are on the 76 Toyota

Agree with above, stuck blend door. Can't imagine a 76 Toyota dash is all that complicated compared to things today, reach up in there and feel where the blend door is on the heater box, may be a stuck actuator or like poster above says, leaking vacuum (assuming it was a vacuum actuator and not electronic).
