Taurus Blower Fan Issues

I have a 2003 Ford Taurus. I recently experienced a blower fan issue, where the fan would only work on high, then eventually stopped working. Assuming it was the resistor pack, I replaced it. It's still not working. I even unplugged it and re-plugged it several times to try and remove potential corrosion, and it's still not working. I did this once with live wire, and no response from the fan at all. A quick check of the blower fan fuse in the passenger compartment shows it to be ok. Any other culprits in this?
