rear fender bolts

Does anybody know how to remove the rear fender bolts to replace them with new ones?

I believe those bolts are actually rivets, could be wrong but not sure with out seeing them

I suspect these bolts are corroded (?). You may have to add WD40 OR severe heat - whichever, depends on the condition of these bolts.
