steering wheel removal 1978 international terra pickup

Can't seem to remove steering wheel. Bought a puller but all 3 bolt sizes too big, the
smallest size was 5/16. I bought 1/4 diameter coarse thread but would not go in far
enough. Could it be fine thread. Or what size is it. Please give me complete instructions,
and proper size bolt.
It is for a 1978 international terra pickup

The puller holes in the steering wheel are 1/4" fine thread. I made two bolts from 1/4" round stock. They had to have a dbl bend (offset) put in them because they are too close together for most wheel pullers. If you have the time, it is worth the effort. Just yanking the wheel off can have unexpected effects in a vehicle of that age.
