pedal goes to the floor but fluid is fine.

My thoughts are internal master cylinder seals are leaking or a booster issue. Given the age I would inspect all the associated hoses and the booster check valve. In any event it would be wise to do a full system brake bleed. If it's not the master then there is a pinhole leak somewhere sucking air.
