Fuel injected cars will start much easier in cold weather than older carburated cars.

F_O_R is correct. And years ago some vehicles were offered with a "Cold Weather Package" which included this block heater option, for people living in Northern USA and Canada. It's not necessary for gasoline engines but virtually all diesels have it and need it. We would plug in our diesel plow trucks to be sure they started 24/7. Some people put their diesel block heaters on a timer to come on just two hours beforehand to save on the electric bill, as they drew 1500 watts.
