Try tapping on the starter using the handle of a screwdriver or a "small" hammer, do not bang on it; it may be stuck. My grandpa's Ford Model T didn't have a starter, but the crank wrench was hard to turn, and sometimes the kickback dangerous. Tell the seller that he needs to replace the starter, I don't think he will find many buyers willing to purchase the vehicle they can't test drive.

does he say it runs fine ? walk away , that's an old trick you'll put the starter in and find out the motor or tranny have problems
