95 Cadillac Fleetwood e brake

I understand that’s there a release lever near the e
brake but it doesn’t seem to release all the way. The
light stays on unless it presses on a rubber cap
looking thing and although I can manually hold it
there it doesn’t stay up on its own. Anyone have
any idea on what’s going on?

A spring should retain it , clean things up and add some lube , Granted it's not a real simple mechanism
