i have a 2000 honda civic that will turn over but wont crank .

changed the pugs and wire and distributor cap, rotore button why wont it crank what can i do

okay i can turn the switch like im cranking it and it will turn over and sound like its going to crank but never firer up ive to the dizzy cap off and had someone turn it and try it again and i touch the dizzy it shocked me so i didnt think it was that i changed wires plugs distributor cap, rotore button its in time but it still wont firer up idk whT ELSE TO DO
