Very poor brakes on my CJ7

Have an 83 CJ7, have replaced the master cyl, booster, front disc brake pads and rear brakes shoes, have bleed the brakes multiple times, double checked that the new booster will hold 15 inches of vacum, the engine has 15 inches of vacum supply to the booster and still takes wont lock the wheels up at any speed. Took it to a local shop and they said something about converting the booster to one from an S10 Chevy. The only thing I havent done is turn the drums and rotors. Please give me your thoughts.

chech the rod lenth by the pedal this somtimes can be ajusted
try adj the e break cable,it will give u better rear breaks,also have a friend pump up breaks,u look under neath it to see if u see a break line leak,if so,u will see break fluid come out of line,they metal lines and a pinhole will rust in it,also check the rear break cylenders if bad u will see fluid on inside of tires.
sounds like a leak to me too is the pedal nice and firm? why did you bleed so many times just be be sure or because over time they needed to be bled again did you bench bleed the master cylinder before installation? double check that the port on the booster that allows atmospheric pressure in isn't plugged what elevation are you at 15" of vacuum is pretty low (won't fix the brakes but indicates an issue)
I had the same problem with my 83 cj 8. Finally discoverd that the lines were reversed at the master cylinder. switched them and problem solved
I HAVE 1980 JEEP CJ7 AND I REPLACE FRONT CALIPERS, MASTER CYLINDER,BOOSTER, BRAKE VALVE, BRAKE SHOES AND I ADJUST THE CARBURETOR AND IT BRAKE BUT TAKES TIME AND THE PEDAL GET HART AND THE CAR DINT STOP TAKES ABOUT 4 SECONDS TO STOP THE VEHICLE COMPLETELY, I BLEED THE SYSTEM AND PURGE (BLEED) THE MASTER CYLINDER BEFORE I INSTALL IT AND ADJUST THE REAR BRAKES SHOES I INSPECT FOR A LEAKS AND ITS NOT A LEAK, THE PEDAL NOT GO ALL WAY DOWN HOLD THE PRESSURE BUT TAKES TIME TO STOP THE VEHICLE WHAT COULD BE THE PROBLEM?
AND THE BOOSTER VALVE I TAKE IT OFF AND ITS SO MUCH PRESSURE COMING FROM THERE SO THE BOOSTER ITS WORKING PROPERTY...
