1997 Chrysler Sebring Convertible: How do I replace a cut passenger side seat belt? Or do I have to replace the whole seat?

My daughter's car needs the front passenger seat belt replaced. I can find
plenty of info on "fixing" a seat belt but this is not fixable. It has been cut. I
have been told that the whole seat needs to be replaced but I would really like
to confirm this before we spend money on anything. THANK YOU!

From what I see there is no way to fix one of these the poor design doesn’t accommodate for entry into the seatbelt mechanism.
