Whinning noise from engin.

2005 Grand Caravan 3.3.  This weekend we had high water.  Had to drive through about 16 inches of it.  It then turned cold and two days later when I went to start the van it would not start. Had to boost and then still no joy for the first few minutes (think the starter was frozen). Once started, it started making a whining sound that you can controll with the gas.  The more the gas pedal is down, the higher the whine.  It is not the belts; when the hood is up  it  sounds like it's coming from the top or back of the engine.  Any ideas or input to start me in the right direction? Thanks

Could it be your starter stuck in the flywheel? You said it was frozen, needed a jump and the noise is from the rear.

Is there some way I could tell just by looking at the starter or outside of engine?

What is at the back of the engine? It's something back there that's attached. Power steering, alternator, water pump, air conditioning and starter are all attached in some way.
